1. 개요

라말라(아랍어: رام الله‎)는 요르단강 서안 지구 팔레스타인 자치정부 청사가 있는 행정수도이며, 예루살렘에서 북쪽 15km 밖에 위치해 있다. 띄어쓰기를 보면 알 수 있듯이 본래 발음은 "람알라"이다.

이 도시 남쪽에는 베들레헴, 북쪽에는 나블루스가 있다. 주민의 대부분은 아랍인으로 2017년 기준 38,998명이 거주 중이다. 우마이야 왕조 대에 건설된 중세 도시는 이스라엘령 라믈라이다. 다만 라말라 자체도 팔레스타인 땅에서는 약소한 편이지만 5백년 역사를 갖고 있다.

소금기가 많아서 척박한 가자 지구와 달리 토양이 비옥해 일찍부터 농업이 발달하였고 경제가 비교적 발달했다. 1967년 제3차 중동전쟁 이후 이스라엘이 점령하면서 팔레스타인 주민의 항쟁이 지속되는 분쟁지역이 되면서 쇠퇴하게 되었다. 그리고 1996년 팔레스타인 자치정부가 수립되면서 임시수도로 지정되어 다시 정치경제 중심지로서의 활력을 찾아가고 있는 중이다.

라말라는 "신이 높은 곳에 있는 곳" 이라는 뜻이다.

2. 역사

1923년에 조성된 마나라 광장. 중심부의 기둥 로터리는 1990년대에 추가되었다.

지금은 라말라 광역권의 동북쪽 교외에 거의 편입되어 버린 비라 (알 비레)는 2천년이 넘는 역사를 가진 것에 비해 라말라 자체는 팔레스타인의 유구한 역사 속에서 최근에 속하는 16세기 중반에야 기독교도이자 가산 왕국의 후예인 핫다드 (핫다딘) 가문에 의해 설립되었다. 본래 요르단강 동안의 카라크와 샤우바크 일대에 거주하던 이들은 부족 다툼 후 고향과 유사한 지형인 사마리아 산지로 이주했다 한다. 1596년 기준 라말라는 쿠드스 (예루살렘) 산작의 쿠드스 나히야에 속했고 (그리스 정교회) 기독교도 71가구와 무슬림 9가구가 거주했다. 주민들은 매년 1/4의 세율로 농축산물로 구성된 9400 악체의 세금을 냈고, 모든 세수는 종교 재단인 와크프에 귀속되어 성전산 관리에 쓰였다. 19세기 중반 기준 인구는 1천여였고, 20% 가량의 주민들은 가톨릭으로 개종했다.

1차 대전 말기인 1917년 12월에 영국군이 도시를 장악했고, 영국령 팔레스타인 시기에 발달하여 다층 주택들이 세워졌다. 1939년에는 전기가 들어왔고, 팔레스타인 방송국도 세워졌다. 1922년에 3천여이던 인구는 1945년에 5천을 넘겼다. 1차 중동전쟁 후 난민들의 유입과 함께 요르단이 장악했고, 공산당과 연관 있는 이들은 체포와 투옥을 당했다. 정세 불안 속에서 6천의 기존 주민 중 1/4 가량이 미국으로 떠났고 헤브론 등지에서 새 이주민이 유입되며 1961년 기준 인구는 1만 5천에 달했다. 1967년 이스라엘이 점령한 후 도시 밖에 이들은 재산을 압수당했고, 여러 올리브 농원들이 몰수되었다. 또한 인근에 베이트 엘 등의 이스라엘 정착촌들이 세워지며 라말라는 다른 팔레스타인 도시들에서 고립되었고, 1987년 1차 인티파다의 주요 거점 중 하나가 되었다.

1995년 오슬로 협정 후 이스라엘 군은 도심에서 철수했고, 팔레스타인 자치정부는 라말라는 임시 수도로 삼으며 행정과 치안 모두를 담당했다. 얼마간 안정을 누리던 라말라는 2000년 들어 실업률이 증가하고 2차 인티파다가 발발하며 어려움을 겪었다. 주민들은 도시를 사실상 봉쇄하는 이스라엘 군에 대항했고, 그 과정에서 2000년 라말라 린치 사건으로 이스라엘 군인 2명이 피살되자 이스라엘은 라말라에 공습을 가했다. 2002년에도 이스라엘 군은 라말라를 사실상 점령, 전기를 차단했고 이때 많은 주민들이 해외로 이민했다. 2004년에는 야세르 아라파트가 사망한 후 그의 관저가 있던 무카타아 구역에 매장되었다. 2005년 팔레스타인 지방선거에서 여성인 자넷 미카일이 라말라의 첫 여성 시장으로 선출되었다. 2011년에는 요르단의 압둘라 2세가 라말라를 방문했다.

명칭이 헷갈리기 쉬운 라믈라는 이곳에서 서쪽으로 30km 떨어져 있다. 이스라엘령이고, 텔아비브의 배후 도시이다.

종교적으로 기독교도 비율이 25% 정도라 팔레스타인 내에서 높은 편이다. 시내에는 그리스 정교회, 멜키트 그리스 가톨릭 뿐만 아니라 콥트 정교회, 성공회, 루터회 등 다양한 기독교 종파의 성당들이 위치한다. 1945년까지만 해도 80%, 1967년까지만 해도 주민 중 절반 가량이 기독교도로 주류였지만 1960-90년대에 미국으로 대거 이주하고 이스라엘에 축출된 무슬림 난민이 몰려들며 역전되었다.

예루살렘의 아랍계 주민들은 21세기 들어 팔레스타인 자치정부가 라말라에 더 많은 정부 기관 건물들을 세우는 것에 대해 자치정부가 원칙상 수도인 예루살렘을 사실상 포기하는 것이 아니냐고 불만을 제기하는 경우가 많다.

인근 키비야 마을에서는 1953년에 키비야 학살이 일어났다.
