1. 개요

울산광역시 울주군의 동남부 및 중심부에 위치한 읍. 울주군청 소재지이다.

울주군의 모든 읍 중에서 인구가 가장 적은 곳임에도[2] 울주군청의 소재지가 되었는데, 이는 군청의 위치를 최대한 중앙에 가깝게 두도록 의도했기 때문이다.[3]

2. 역사

삼국시대부터 조선초기까지 청량촌으로 불렸던 지역이었다. 청량(淸凉→靑良)이라는 지명은 신라 선덕여왕 때 자장율사가 당나라 청량산-원래 이름은 오대산(五臺山)으로, 태화강, 태화루 등 명칭의 유래인 대화지(大和池, 자동 다운로드되는 PDF) 또는 태화지(太和池)가 있던 산이다.-에서 수도하다 문수보살을 만나 진신사리와 석가모니가 입었던 가사를 가지고 돌아와 이곳에서 수도하였다는 데서 나온 이름이다. 신라 불교의 성지인 영축산[4]을 남암산(南巖山)# 또는 청량산(자장 율사가 수도하던 청량산이라는 이름이 전파)이라 하였다. 그러므로 ‘청량’은 청정 도량을 뜻하는 불교적 지명으로 볼 수 있다. 실제로 문수산 아래의 율리에서 영축사지가 발굴되었다.

조선 초기에 청량리로 있다가 조선 후기인 1672년에 남면(南面, 현재 남구 전역[5] 및 울주군 청량읍, 온산읍, 온양읍, 서생면) 청량리에서 청량면으로 승격되었다. 이후 19세기 초에 울산-기장 간 도로를 기준으로 청북면(靑北面)과 청남면(靑南面)으로 분리되었다가 다시 합쳐졌다.

1895년에 동래부 울산군 청량면이 되었다가, 1년 후에 경상남도 울산군 청량면이 되었다.

1914년 부군면 통폐합 때에 사방동, 목도동, 처용동, 신기동, 달포동, 산하동(현 온산읍 처용리, 방도리 일부, 학남리, 산암리)이 온산면에 편입되었고 웅촌면 신리동(현 청량읍 중리 일부)이 청량면에 편입되었다.

1962년에 두왕리(현재 남구 두왕동)가 울산시에 편입되었다.

1975년에 용암리, 학남리가 온산면(현 온산읍)에 편입되었다.

1985년, 울산시에 구제가 도입되었다. 이때에 울산시에 편입된 두왕동이 남구에 속하게 되었다.

1987년에 용암리가 청량면에 환원되었다.

1995년에 울산시와 울산군이 통합하면서 울주구 청량면이 되었다가, 1997년 울산광역시 승격으로 울주군 청량면이 되었다.

2017년 12월에 남구 옥동에 있던 울주군청이 율리로 이전해 오면서 군청소재지가 되었고, 이로 인해 2018년 4월 3일에 청량읍으로 승격되었다.울산 울주군, 군청 소재지 청량면 '읍' 승격

3. 지역 특징

남구와 접한 덕하를 제외하면 대부분이 산지지형으로 되어 있고, 가장 해발고도가 높은 산은 문수산(해발고도 600.1m)이다.

크게 '덕하'로 통칭하는 동부권인 읍내, 그리고 서부 율리에 울주군청을 중심으로 약간의 아파트촌과 상권이 조성돼 있다. 동부의 상남리와 서부의 율리는 각각 청량읍 서쪽, 동쪽 끝자락에 위치하고 청량읍 자체가 동서로 긴 데다 산이 그 사이에 있어서 같은 읍 소속이 맞나 싶을 정도로 분위기와 생활권이 매우 다르다. 윗동네 범서읍도 중심지가 나뉘어 있긴 하지만 거리가 그렇게 멀지 않고 서로를 이어주는 대중교통도 잘 갖춰져 있는데 상남리와 율리는 차편도 많이 없을뿐더러 배차간격도 길기 때문에 오가기 쉽지 않다. 차량으로 청량로를 타면 10분 내로 도착이 가능하겠지만, 모든 사람이 차가 있는 건 아니다. 쌍용(삼정리)은 이 두 지역의 딱 중간에 위치하기 때문에 모두 10분 이내로 오갈 수 있지만 버스가 많이 없다는 게 흠이다.

청량읍 자체가 전체적으로 남구를 서남쪽에서 감싸는 형태라 남구에 생활권을 두고 있는 경우가 많다.

덕하로 통칭되는 상남리와 울주군청이 위치한 율리를 제외한 나머지 지역은 사실상 미개발 지역이나 개발제한 구역에 더 가깝다.

4.1.3. 용암리

용과 관련된 지명인데 대천못의 용에서 유래되었다는 설과 처용 전설의 처용암이라는 설이 있다. 처용 전설에서 언급되는 망해사가 율리에 있으며, 청량읍 전체가 외황강(청량천) 유역이다.

동해선의 지선이자 화물노선인 울산신항선 용암역, 울산자유무역지역관리원이 있는 곳이다.

4.1.4. 동천리

본래 정조 이전 문헌에는 '양천리(梁川里 또는 良川)'라는 이름이 보였으며, 고종 때 '양천(梁川)'과 '양동(良東)'으로 나누어졌다.

2027년 이후 옥동에 있는 군부대가 이전될 곳이다.

남쪽 끝에 있다 보니 덕하역보다 망양역이 더 가까운 지역이다.

회야강(회야댐) 하류 지역에 위치하고 있으며, 주변에는 회야정수사업소 등이 있다.

4.1.5. 중리

조선 전기 때 양천리(현 동천리)에 속했던 지역이었는데 그때 양천리의 중간에 있는 마을이라고 해서 중리(中里)로 불리게 되었다.

현재는 회야댐에 대부분 수몰되어 인구가 아예 없는 지역이다.

4.1.6. 개곡리

지명은 개산과 진곡의 한 글자씩 따왔다.

청량읍 가운데에 있는 지역. 남북으로 길쭉한 형태라 남쪽 끝이 덕하역 부지에 들어가 있으며, 신울산전력소가 있다.

4.2.2. 삼정리

반정(盤亭)과 상정(上亭), 신정(新亭) 마을이 있다고 해서 삼정(三亭)이 되었다.

동해고속도로와 함양울산고속도로의 교차점인 울주분기점이 여기에 있으며 반정삼거리를 통해 진입할 수 있는 '쌍용하나빌리지'라는 아파트 단지(통칭 쌍용)와 몇몇 작은 시골 마을을 제외하면 모두 미개발지역이다.

종축으로는 웅촌로가 지역을 이어주고 있으며 동서축으로는 삼정로가 지역을 연결하고 있다. 그렇기에 쌍용에 거주하는 주민들은 버스를 타고 10~15분이면 남구 무거동이나 율리, 또는 웅촌에 도착할 수 있어서 무거동 생활권인 지역이기도 하다. 또한 951번 버스나 자가용을 이용하여 웅촌초등학교쪽 시가지를 이용하는 주민도 간혹 있다. 웅촌쪽이라 별 거 아닌 거 같지만 맛집이랑 프랜차이즈 식당이 꽤 있다.

4.2.3. 문죽리

지명은 수문에서 ‘문(文)’, 죽전에서 ‘죽(竹)’을 따왔다.

울산구치소와 농업용수를 저장·공급하는 수문저수지가 있는 곳이다. 또한 울산광역시 농업기술센터도 여기에 있다.

산지와 언덕이 많은 서부권 중에서도 가장 한적한 곳은 아니지만 청량읍 서부권 이미지가 시골이나 다름없다시피 보일 정도로 인구 밀도가 낮은 편이며 유동 인구 또한 적다.
