1. 개요

위탁발매소(委託發賣所) commission sales agent

국유철도승차권류위탁발매규정[1]에 의거하여 철도의 승차권을 판매할 수 있는 시설.

위탁이라는 글자에서 알 수 있듯이 한국철도공사 소속이 아닌, 한국철도공사와 계약을 맺고 판매하는 곳이다. 판매 방식에 따라 갑종과 을종으로 구분된다.

2. 설명

예시로 표현하면 아래와 같다.철도용어사전

갑종위탁발매소: 여행사, 우체국, 군부대와 TMO [2], 공항, 우체국, 은행, 백화점 등에 설치된 발매소.
을종위탁발매소: 철도직원을 배치하지 아니한 간이역의 구내에 설치한 발매소.(수도권 전철 역은 보통역의 승차권 발매업무를 위탁한 경우를 포함한다.)

정확히 표현하면

갑종위탁발매소: 역과 상관 없는 곳에서 한국철도공사의 전산에 연결한 단말기를 두고 매표
을종위탁발매소: 한국철도공사 관할의 철도역 안에 있는 매표소를 한국철도공사에서 직접 운영하지 않고 외부에 위탁하여, 공사 직원이 아닌 사람이 승차권을 발매하는 형태

갑종발매소, 갑종대매소, 갑종승차권대매소라고도 한다.
옛 명칭은 '갑종승차권대매소', 혹은 '갑종대매소'였다가 지금의 이름으로 바뀌었다.

어디까지나 한국철도공사와 승차권 발매 계약을 맺었기 때문에, 한국철도공사 직영이 아닌 SRT의 승차권은 구매할 수 없다. 참고로 을종위탁발매소는 SRT도 발매 가능하다.

갑종위탁발매소는 신청을 통하여 될 수 있으며 1년 단위로 갱신을 하며, 이는 을종위탁발매소도 마찬가지다. 일단 신청 자체에는 제한은 없지만 기본 서류가 관광사업등록증인 만큼 여행사가 아닌 일반 민간에서 갑종위탁발매소를 차리는 것은 어렵다.[3]

위탁발매소가 사회사업이 아닌 영리를 목적으로 하는 이상 한국철도공사는 위탁 발매에 대한 수수료를 갑종위탁발매소에 주는데, 재밌는 점은 역에서 직접 영업을 하는 을종위탁발매소가 훨씬 많은 수수료를 받는다는 점이다. 주로 을종위탁발매소의 운영 주체가 한국철도공사의 자회사인 코레일유통이나 코레일네트웍스라는 점을 생각하면 자회사 지원이라는 불만이 나올법하며,[4] 이 때문인지 갑종위탁발매소가 과거에 비해 현격하게 줄어들었다.

4. 을종위탁발매소

옛 명칭은 '을종승차권대매소', 혹은 '을종대매소'였다가 지금의 이름으로 바뀌었다.

과거와 달리 거의 없어지긴 했지만, 수도권 전철역에서도 일반 철도 승차권 발매가 가능한 곳이 있다. 이들은 갑종위탁발매소가 아닌 경우가 많은데, 대부분이 한국철도공사에 직속한 역이기 때문. 위탁발매소라도 을종위탁발매소인 경우가 많다.

과거에는 이용객이 적은 무배치간이역에 지역 주민이 상주하면서 승차권 발매와 매점 사업을 병행하거나, 코레일유통이 철도 매점을 운영하는 홍익회로부터 역을 위탁받아 운영하면서 매점에서 승차권을 발매해주는 식으로 운영했다. 이외에는 운전취급은 하지 않으면서[5] 역무서비스가 필요한 일부 역을 업무위탁역으로 지정하여 코레일네트웍스 직원을 배치했는데, 이 경우 코레일네트웍스 직원이 표를 팔아야 하므로 자연스럽게 을종위탁발매소가 되었다.

21세기 들어 지역 주민이 운영하는 간이역들은 대부분 무인화되었고, 코레일그룹 차원의 교통정리로 코레일유통이 위탁발매에서 철수하면서 현재는 을종위탁발매소를 업무위탁역으로 봐도 무리가 없다.

무배치간이역이면서 을종위탁발매소가 아닌 경우 온라인 예매 또는 차내 발권이 강제되는 무인역이다.

5. 기타

별정우체국이 위탁발매소와 유사한 제도로 꼽히는데, 이쪽은 수탁업자가 자기 건물에서 우체국 업무를 보기 때문에 갑종위탁발매소에 더 가깝다.
