2. 위상

명칭 때문에 한국의 직업전문학교와 사회적 위상이 같을 거라고 생각하는 한국인들이 많다. 그렇지만 직업전문학교의 한국 내 위상보다 전문학교의 일본 내 위상이 훨씬 높다.

사실 일본엔 한국의 전문대학이나 미국의 주니어 칼리지에 상응하는 단기대학이 존재한다. 수업 연한은 2, 3년으로, 졸업하면 '단기대학사' 학위를 받을 수 있다. 전문학교에서는 전공만 가르치지만 단기대학에서는 대학처럼 교양과목도 가르친다. 그런데 단기대학은 여성들이 다니는 비율이 압도적으로 높은데, 예를 들어 문부과학성의 단기대학 관련 데이터에 따르면 2014년도 단기대학 재학생 중 88.4%가 여학생이었다. 9년 뒤인 2023년에도 비슷한 수치로, 학교기본조사에 따르면 87.1%가 여자였다.

단기대학은 여성들이 선호하는 분야 위주로 전공을 설치하다 보니 더더욱 남학생들을 유인하기 힘들다. 그래서 실용 지식을 교육받으려는 남학생들은 대체로 전문학교를 선호하며, 단기대학이 잘 커버하지 않는 분야를 배우고 싶은 여학생들 역시 전문학교에 입학하게 된다.

이렇게 실용 교육을 단기대학과 분담해서 하는 기관이기에 많은 일본인들은 전문학교 진학을 딱히 부정적으로 생각하지 않으며, 실제로 일본의 전문학교 학위 보유자는 4년제 대학교에 편입 지원을 할 때 단기대학 졸업자들과 동등한 기준을 적용받는다. 게다가 문부과학성 같은 국가 기관은 물론이고, 입시 데이터를 제공하는 업체들[1]도 고등교육기관 진학률을 조사할 때 4년제 대학, 단기대학과 함께 전문학교를 포함한다.

실제로 전문학교를 일본의 진학률 조사에 포함하면 한국의 대학 진학률과 비슷한 수치가 나온다. 교육부와 한국교육개발원이 발표한 2015년도 교육통계연보에 따르면 70.8%가 대학에 진학했다. 그리고 교육통계분석자료집에 따르면 9년 뒤인 2024년엔 73.6%가 대학에 진학했다. 일본의 문부과학성이 직접 발표한 2015년도 학교기본조사에 따르면, 전문학교를 포함한 일본의 고등교육기관 진학률은 71.3%였다. 그리고 단기대학과 전문학교에 진학하는 비율(5.2%+16.7%=21.9%)을 합치면 한국의 2015년도 전문대 진학률(23.4%)과 비슷해진다. 8년 뒤인 2023년도에 나온 학교기본조사에선 총 83%가 4년제+단기대학+전문학교에 진학했다. 이 중 4년제 및 단기대학에 진학한 학생들이 61.1%였다. 단기대학 진학자 수는 감소했지만, 4년제 대학 및 전문학교에 입학하는 학생들이 늘어나며 고등교육기관 진학률이 11.7% 올랐다.

사회적 위상과 상관 없이 한국도 직업전문학교를 포함해서 통계를 내야 균형이 맞는다는 견해도 있다. 한국의 직업전문학교 진학률은 2000년대에는 1% 수준이었고, 2016년에는 4~5%대였다.[2] 2020년대는 저출산으로 대학 입결이 더 낮아진 걸 감안하면 4~5%보다 올라갔다고 보긴 어렵다. 결국 한국의 직업전문학교를 포함해서 계산해도 큰 차이는 나지 않으며, 일본에서 4년제 대학 진학률이 크게 증가하는 추세라 오히려 일본의 고등교육기관 진학률이 더 높게 나온다. 그러므로 한국에서 흔히 들리는 "일본의 학생들은 한국에 비해 1.5배 가까이 고졸 취업을 선택한다!"라는 말은 사실에 부합하지 않는다.

하지만 OECD 등 여러 국제기관들은 '각 해 중등교육 과정 이수자 수 대비 학사 학위 과정+준학사 학위 과정 입학자'를 고등교육 진학자로 계산한다. 어쨌든 전문학교는 법적으로 단기대학과 달리 대학으로 분류할 수 없기 때문. 일본의 전문학교 과정을 졸업하고 취득하는 전문사 자격은 기능인 교육 및 자격에 초점이 맞춰져 있기 때문에 준학사(전문학사) 학위와는 다르다. 그래서 일본 내 위상이 높다 해도 국제적 기준에서 봤을 때는 교육 수료증 및 기능사 자격이 나오는 한국의 직업전문학교와 동일한 지위에 있다고 봐도 된다.

이 때문에 전문학교에서 발급한 전문사 자격을 가지고는 미국, 영연방[3], EU[4]로 유학/취업/이민을 하러 갈 때 일반적인 고등교육 학위 소지자 취급을 받기가 사실상 불가능하다. 마찬가지로 일본의 전문학교와 전문사 자격에 준하는 교육과정 및 자격들이 미국, 영연방, EU에도 존재하고, 이들 국가들에서도 자국 내에서는 취업과 학위 과정 등에서 해당 자격을 소지한 이들을 준학사 학위 소지자에 준해 취급한다. 하지만 일본과 달리 이런 교육기관을 고등교육 통계에 포함하진 않는다. 이런 상황이기 때문에 다른 나라의 유사한 교육 과정 이수자들은 더더욱 고등교육 이수자로 인정해주지 않고 있다. 만약 일본의 전문사 자격을 어느 정도 인정해주는 한국/대만 이외에[5] 미국, 영연방, EU로의 이주도 염두에 두고 진학 계획을 세운다면 국제적으로 확실히 인정받는 단기대학이나 일반 4년제 대학을 알아보는 것이 좋다.

3. 유학

입학하기가 비교적 쉽고, 여기에 제도적 유사성과 문화적 유사성에 정주 여건도 안정되어 있는 선진국의 교육 기관이라는 점에서 실용학교 유학을 계획하는 한국인들이 일본의 전문학교들을 1순위로 고려한다.

3.1. 입학

낮은 입학 난이도 때문에 도피유학의 종착역 취급을 받기도 한다. 사실 입학 조건이 낮은 건 돈줄 유학생을 적극적으로 유치하기 위한 측면이 강하다. 일본 전문학교의 학비는 한국과 마찬가지로 일본 현지 대학의 등록금과 큰 차이가 없어 1년에 최소 100~120만엔이 넘어가며, 교재비나 진급비까지 포함하면 150만엔 가량이 된다. 즉 학비 관련으로만 2년에 약 300만엔 가량이 지출되며, 거기에 집세(혹은 기숙사비), 생활비, 초기 정착비 등등까지 포함하면 2년 동안 사용하는 돈은 약 500만엔, 한화로 약 5천만원에 이르게 된다. 5천만원 정도라면 한국의 어지간한 4년제 대학을 졸업할 수 있다.

외국인이 일본의 전문학교에 입학하기 위해서는 밑의 요건 중 하나를 충족하면 된다.

JLPT N2 이상 합격
EJU에서 일본어 과목 200점 이상 취득(시험 결과의 유효기간은 2년간)
문부과학성 인정의 일본어 교육기관에서, 1년 이상의 코스에서 6개월 이상의 일본어 교육을 이수
일본의 학교 교육법 제1조에 정하는 교육기관(즉, 어학교)에서 1년 이상 교육을 이수

한국의 고등학교를 막 졸업하고 일본 전문학교 진학을 고려하는 사람들 중 상당수가 위 조건을 충족하지 못한다. 일본어 실력으로 대학을 가려는 학생들은 일반적으로 이른 시기부터 EJU를 준비하여 일본 대학 합격을 노리거나, JLPT/JPT 고득점을 받아서 국내 대학 특별전형에 지원한다. 반면에 일본 전문학교를 목표로 하는 학생들은 대체로 고등학교 시기 동안은 그런 준비를 하고 있지 않다가 고3 즈음에 홍보물 등을 접하고 진로를 급변경한 사람들이라 일본어 실력이 부족할 수밖에 없다. 보통 1년간 일본 현지 어학교에서 일본어 교육을 받아서 조건을 채운다. 최저조건은 JLPT N2 정도이지만, N1 실력은 되어야 수업을 조금이라도 따라갈 수 있어서 N1을 취득하고 본과로 넘어가는 사람들이 많다고 한다.

3.2. 취업

2년 동안 받은 교육으로는 일본어로나 기술로나 일본 내 취업시장에서 유리한 고지를 점할 수 없기 때문에[6] 결국 전공을 살리지 못하고 프리터를 전전하거나 전문사 학위 하나만 건진 채 귀국하기도 한다. 어찌 보면 당연한 것일 수도 있는데, 외국인이라는 페널티가 있기 때문이다.[7]

정말 주의해야 하는 점인데, 기업의 커트라인에 걸리거나, 설령 기업에서 채용을 하더라도 출입국재류관리청이 전문학교 졸업자들은 학교에서 배운 내용과 업무와의 관계성을 엄격하게 심사한다는 것이다.[8] 학사･석사･박사 학위 소지자라면, 국제업무 계열[9]이나 인문지식 계열[10]처럼 업무 내용과 전공이 다르더라도 문제없다. 업무 내용이 단순노동[11]이 아니며, 본인과 회사에 결격사유가 없고 입관에 제출하는 서류에 문제가 없다면 아무리 작은 회사여도 허가를 받을 수 있다.

간혹 4년 과정을 마치면 대학 학위와 동등하게 인정받는다고 얘기하는데, 절대로 현혹되지 말기를 바란다. 대다수가 괜히 어려운 시험을 치러가며 4년제를 가려는 게 아니다. 특히 외국인 유학생들은 4년제 대학을 나와도 현지인들보다 취업문이 훨씬 좁은데, 전문사 학위로만으로는 더더욱 좁아질 수밖에 없는 것이 현실이다.

그래도 취업허가가 안 나오는 전공이 아니라면 취업이 불가능하진 않다. 실제로 일본 대학 편입을 고려하거나 일본에서의 거주, 혹은 기타 확실한 목표를 가지고 진학하는 사람들도 있으며, 소수이긴 하지만 편입 및 현지 취업에 성공하는 사례도 있다. 하지만 비싼 학비 등 경제적인 문제도 있기 때문에 신중히 진학해야 한다. 그리고 당연하겠지만 기술 직종 같은 이공계가 문과보다 취직할 가능성이 높다. 이런 현장직은 현재 일본 내에서 기피받는 직종이기 때문에 일자리가 상당히 있다.
