1. 개요

일본 시즈오카현의 현청 소재지.

2. 역사

예전에는 슨푸(駿府)라 불리며 스루가(駿河) 국의 중심지였다. 슨푸 자체가 스루가의 행정 중심지를 뜻하는 駿河の国府(府中)의 줄임말이다.

센고쿠 시대에 이마가와 가문의 본거지였으며, 이후 도쿠가와 가문과도 밀접한 관련을 가진 땅이다. 도쿠가와 이에야스가 이마가와 가문의 인질로 유년기를 보낸 곳이고, 쇼군직에서 은퇴한 뒤 오고쇼(大御所)로 막후에서 정치를 주도하며 만년을 보내기도 한 곳이다. 이에야스의 10남 도쿠가와 요리노부는 이곳의 번주였다가 기슈 번으로 옮겨갔고, 이후 2대 쇼군 도쿠가와 히데타다의 3남 도쿠가와 타다나가가 들어왔지만 쇼군 후계자 다툼에서 형 도쿠가와 이에미츠에게 패하고 할복을 강요당했다. 이후 에도 막부 대부분의 기간 동안 천령(쇼군의 직할지)이었다. 마지막 쇼군 도쿠가와 요시노부는 보신 전쟁에서 신정부군에 항복한 뒤 슨푸로 낙향해 신변을 보장받았다. 요시노부의 뒤를 이어 어린 도쿠가와 이에사토가 도쿠가와 종가 당주가 되었고, 그는 폐번치현 이전까지 형식적으로 슨푸의 다이묘를 지냈다. 이 때 비로소 슨푸가 시즈오카라는 이름으로 바뀌었고, 폐번치현으로 시즈오카현이 성립되었다. 시즈오카시는 1889년 만들어진 일본 최초의 31개 시 중 하나였다.

2003년 인구 약 47만명의 현청 소재지 시즈오카시와 24만명이 거주하는 인접 수산 도시인 시미즈시가 통합해 새로운 시즈오카시가 발족하여 정령지정도시로 지정되었다.

3. 지리

북쪽으로 미나미알프스 산지에 접해 있어 우도 산과 후지 산 등 이름난 산이 많으며 북부 산지들을 위시로 한 산간지가 시 면적의 80% 이상을 차지하기에 가용면적이 좁은 편이다. 남쪽으로는 스루가 만에 접한다. 시즈오카현의 중앙부에 위치하고 있으며 동쪽으로 후지시, 서쪽으로 야이즈시와 후지에다시에 접한다.

도카이 지진의 진원과 가까워 이 지진이 발생할 경우 쓰나미 피해가 매우 클 것으로 예상되는 지역이기 때문에,[3][4] 시 차원에서도 대비책을 마련해 가고 있기도 하다.

일본의 정령지정도시 중 기타큐슈시에 이어 인구 감소율이 2번째로 높은 도시이다.[5] 2017년 4월 1일 정령지정도시의 실질적 기준인 70만 명 선이 붕괴되었으며 현재도 인구 유출이 심한 도시이다. 실제로 시내에 가 봐도 인구 70만의 대도시로는 느껴지지 않으며 상권도 별로 좋지 않다. 밤에도 시내 술집에서는 직장인 이외의 젊은 사람들을 보기 힘들다.[6] 그래서 ‘현청소재지의 타이틀이 아까운 도시는 어디인가요’라는 질문에 시즈오카시는 빠지지 않고 언급될 정도. 수도권이나 아이치현과 연계하기엔 거리가 애매하게[7] 멀고, 그나마 인접한 가나가와는 가나가와현에서도 변두리 취급을 받는 곳들만 인접해있기에 전망이 안 좋은 도시로 여겨진다.[8]

4. 교통

시내 철도 교통은 시즈오카 철도의 시즈오카시미즈선과 JR 도카이의 도카이도 본선이 있다. 도카이도 신칸센은 시즈오카시를 경유하긴 하지만 노조미는 하나도 정차하지 않으며 코다마와 히카리만 시즈오카역에 정차하고 있다. JR 측 중심역은 시즈오카역으로 2022년 기준 하루에 26,549명이 이용하고 있으며 시즈테츠 중심역은 신시즈오카역으로 하루에 15,754명이 이용한다.[9]

고속도로는 토메이고속도로와 신토메이고속도로, 주부횡단자동차도가 통과한다. 시즈오카시 중심지에는 토메이고속도로의 시즈오카IC, 시미즈구 중심부에는 시미즈IC가 가까우며 신토메이고속도로의 신시즈오카IC와 신시미즈IC는 시가지와 거리가 있는 편이다.

시내버스는 대부분의 노선을 시즈오카 철도에서 운영하고 있으며 시즈테츠 노선들의 일평균 승하차량은 59,357명이다. 다만 인구 감소와 자가용 보급 등의 이유로 버스의 이용객이 줄어들고 있어 일부 노선 감편의 위험이 있기에 보조금을 주어 노선을 유지시키고 있다.[10] 시미즈구를 다니는 일부 노선의 경우 니혼다이라 버스, 야마나시 교통, KMS 버스 등에서도 노선을 운행하고 있다.

5. 경제

관내 사업소 수 기준 각 산업별 비중은 1차 산업 0.3%, 2차 산업 18.5%, 3차 산업 81.2%로 3차 산업 비중이 높은 대도시형 경제 구조를 띠고 있다.

이곳의 특산품은 차로, 일본 차 재배의 발상지이다. 현재의 아오이구 출신이었던 쇼이치 국사가 송나라에서 가져온 차 종자를 뿌린 것이 차 재배의 시초가 되었으며[11] 2015년 기준으로 시즈오카현 내에서 차 재배면적이 가장 넓은 지역이다.[12]시즈오카시 내에서도 시가지 북부의 혼야마 지역이 차 산지로 유명하며 이곳에서 재배되는 차는 잎이 가늘고 진한 녹색을 띤다.[13]

수산업의 경우 유이 항과 모치무네 항 2개의 어항을 중심으로 행해진다. 특히 뱅어의 어획량이 많은데, 두 항구의 뱅어 어획량을 합치면 2020년 기준 847,728kg이다. 뱅어 다음으로 많이 잡히는 어종으로는 정어리와 방어가 있다.[14]

공업의 경우 2020년 기준 1조 9070억 452만 엔의 출하액을 기록하였다. 시미즈구의 시미즈 항을 중심으로 한 임해 공업이 발달하였으며 특히 전기 기계, 금속, 화학, 식료품 산업의 비중이 높다. 또한 상기한 네 분야에 해당되는 제품은 아니지만 시즈오카시가 생산량 전국 1위를 기록한 제품이 있는데 바로 프라모델이다. 원래 시즈오카는 삼림이 많은 특성상 목공업이 발달해 나무로 된 불상, 불단, 비행기 모형 등의 생산이 활발하였다. 시간이 흐르며 2차 세계 대전 이후 비행기 모형의 재료가 나무에서 플라스틱으로 바뀌면서 이에 기반해 전반적인 프라모델 산업이 발달하게 되었다. 이러한 배경이 있어 타미야, 후지미, 아오시마, 반다이 하비센터 등의 일본의 메이저 플라모델 업체들이 시즈오카에 몰려 있으며 매년 5월 시즈오카에서 업체들을 중심으로 신제품 발표 및 프라모델 전시회를 하는 시즈오카 하비쇼를 하기도 한다. 일본 최대의 프라모델 관련 행사이니 일정을 맞춰 한번쯤 가볼만 하다.[15]

6. 정치

현재의 시즈오카는 舊 시즈오카시[16]와 舊 시미즈시가 합쳐진 도시이기 때문에 두 지역의 정서가 다르다. 때문에 통합 이후의 시장 선거에서 시미즈구가 캐스팅보트 역할을 하는데, 2007년 선거에서 운노 토오루 후보는 아오이구와 스루가구에서는 승리했으나 시미즈구에서 당시 시장이었던 코지마 젠키치에게 지는 바람에 1,303여 표차로 패배하였다.[17]

이러한 경향은 중의원 비례대표에서도 나타나는데 2021년 중원선 기준 舊 시즈오카시 지역인 아오이구와 스루가구의 자민당 득표율은 시즈오카시 전체의 자민당 득표율인 36.5%보다 낮았지만[18] 시미즈구만 38.35%로 시즈오카시 평균보다 높았다. 중의원 지역구 선거구는 舊 시즈오카시 지역인 아오이구와 스루가구가 1구, 시미즈구는 4구에 속한다.

행정구의 이름은 각각 아오이구(葵区)는 도쿠가와 가의 문장인 아오이[19]에서, 스루가구(駿河区)는 시즈오카현 중부~동부[20] 지역의 옛 지명인 스루가에서, 시미즈구(清水区)는 시즈오카시에 합병된 시미즈 시의 이름에서 유래하였다.

8. 관광

구릉지인 니혼다이라(日本平)는 정상에서 바다를 바라본 풍경이 장관인데 차량이나 로프웨이를 이용해 손쉽게 오를 수 있다. 로프웨이로 연결된 쿠노잔역에서 조금 떨어져 있는 쿠노산 동조궁(久能山東照宮)은 도쿠가와 이에야스의 첫 안장지다.[21]

이밖에 이에야스의 본거지인 슨푸성, 도쿠가와 요시노부가 막부 말기의 혼돈 속에서 한동안 머물렀던 호다이인(宝台院) 등도 있다.

9. 대중문화 시즈오카시

건담 빌드 파이터즈에서 건프라 배틀 세계 대회가 이곳에서 개최되었으며, 시즈오카 현이 프라모델로 유명하다 보니 직접적인 지명을 등장시켰다. 그리고 애니메이션 마루코는 아홉살의 무대인 시미즈시는 현재의 시즈오카시 시미즈구이다.

나의 히어로 아카데미아의 주인공 미도리야 이즈쿠와 바쿠고 카츠키가 이 도시룰 모티브로 한 '무스타후 시'라는 가상의 도시 출신이며, 유에이고등학교도 이곳에 있다.

월드 트리거에서 타마코마 부대의 합숙을 위해 갔던 장소가 시즈오카시로 표현된다. 단, 작중 명칭은 '시즈카(四塚)시'로 나온다. 또한 페리의 승객을 인질로 잡은 네이버와의 해상전투를 했던 장소도 스루가만(駿河湾)이다.

포켓몬스터 금·은, 포켓몬스터 크리스탈, 포켓몬스터 하트골드·소울실버 버전의 스타팅 마을인 연두마을이 이 도시를 모티브로 만들어졌다.

10. 여담

하마마츠시와는 미묘한 라이벌 의식이 있다. 하마마츠시를 중심으로 한 시즈오카현 서부의 입장은 하마마츠현의 독립을 요구하고 시즈오카시를 중심으로 한 시즈오카현 중부의 경우는 아예 하마마츠시를 아이치현으로 간주하는 식이다.

상기한 바와 같이 일본에서 거의 모든 프라모델이 생산되는 지역 특성을 살려 지역 명소로서 표지판, 공중전화, 자판기 등 공중시설을 프라모델 컨셉트의 디자인으로 만드는 '프라모뉴먼트' 사업을 벌이고 있다.(니혼TV 보도 영상)

2011년 11월 22일 오사카도 구상으로 인해 일본 내 다른지자체들도 나름대로 검토한 적이 있어 별개로 오사카·요코하마·나고야 시처럼 인구가 70만이 넘는 대도시 19개를 ‘정령 지정도시'들을 이들 19개 대도시 수장은 지난해 모임을 갖고 정령 도시가 ‘도도부현’에서 완전 분리·독립돼야 한다고 주장한 바 있다. 그러면서 모든 행정·사무권한이 정령 도시에 집중되는 ‘특별자치시’를 추진하기로 결의했었다.

[1] 추계인구 2025년 11월 1일 기준. 정령지정도시 지정 기준의 하한선이라 볼 수 있는 인구 70만을 넘지 못한 일본의 유일한 정령지정도시다.[2] 여담으로 한국의 천안시, 전주시와 인구가 거의 비슷하다. 특히 천안시와 유사한 면이 있는데 둘다 수도권과 속해 있는 지역 1의 도시 근처에 있다. 이는 마치 수도권 - 천안 - 대전 관계와 유사하며 시즈오카는 나고야와 간토 사이에 있는 점을 보면 꽤 비슷하다.[3] #[4] 시 북부의 경우는 해발고도도 높고 해안으로부터도 멀기 때문에 지진동에 의한 피해가 생길 수는 있어도 쓰나미에 의한 피해는 면역 수준이라고 봐도 되지만, 문제는 인구의 절대다수가 지대가 낮은 남부에 몰려 있으며 북부는 사람이 거의 살지 않는 산림 뿐이라는 것이다.[5] #[6] 사실 일본은 술집이 비싸서 도쿄, 오사카 등을 제외하면 어느 정도 큰 규모의 도시라도 20대 초반의 젊은이들이 술집, 클럽에 줄서있고 그런 광경은 보기 힘들다.[7] 신칸센이나 고속도로를 이용하면 이동하는데 비용이 너무 많이 들어가고, 그렇다고 재래선이나 일반도로를 이용하면 이동 시간이 너무 오래 걸리는, 말 그대로 정말 애매한 거리이다. 참고로 일본의 대중교통이나 고속도로 요금은 한국과는 비교가 안 될 정도로 비싸다.[8] 반면 시즈오카현에서 인구가 가장 많은 하마마쓰는 이미 오래전부터 공업도시로 확고히 자리를 잡고 있었고, 마찬가지로 공업으로 유명한 아이치현과의 연계가 잘 되어있기에 이쪽은 그나마 전망이 좋진 않아도 절대 어둡진 않다.[9] #[10] #[11] #[12] #[13] #[14] #[15] #[16] 아오이구, 스루가구[17] #[18] 아오이구가 35.35%, 스루가구가 35.83%이다.[19] 아욱이라는 뜻이다.[20] 이즈 반도는 제외[21] 1년 뒤 유해는 도치기현 닛코시의 닛코 동조궁(日光東照宮)으로 옮겨진다.
