미국 이민국(移民國, U.S. Citizenship and Immigration Service), 약칭 USCIS는 미국의 이민업무를 총괄하는 국토안보부의 산하기관이다. 미국내 체류신분, 신분변경, 취업비자 및 장기체류 비자 청원서 심사, 미국 영주권, 미국 시민권을 심사, 발급하고 유지하는 행정업무를 담당한다. 서류 제출, 등록으로 발생하는 비용은 개인이 지불해야 한다.

미국 연방정부 서류 중 I로 시작하는 서류들[1]은 미국 이민국 관할 및 발행이다.[2]

원래도 일처리가 빠르거나 친절한 서비스를 기대할 수 있는 곳이 아니었지만 도널드 트럼프 행정부/1기 및 코로나바이러스감염증-19 유행 이후로 그야말로 미국 최악의 공공기관이 되었다고 해도 무방할 정도의 서비스와 일처리 속도를 보여준다.[3]

2. 역사

1891년 "이민법1891"이 제정되면서 재무부 산하에 이민관리소가 만들어졌다. 미국 노동자 보호가 주요 이슈가 되자 1903년에 상무노동부 산하로 이관되었다. 이 당시에는 이민국(Bureau of Immigration)과 귀화국(Bureau of Naturalization)이라는 두개의 기관으로 되어 있었다. 이 두 기관은 1933년에 미국 노동부 산하의 이민귀화국(Immigration and Naturalization Service. INS)이라는 이름으로 통합되었다가 1940년에는 법무부 산하로 이관되었다.

2001년 9.11 테러가 발생하고 나서 국경순찰과 이민단속을 강화할 필요가 생겼다. 2002년 국토보안법이 통과되면서 2003년 미국 국토안보부가 신설되고, 법무부 산하의 이민귀화국 INS를 3개의 기관으로 분할하면서 국토안보부 산하로 확대 이관했다. 이민행정 업무는 연방이민국으로, 국경수비대와 출입국 관리 업무는 세관국경보호국으로, 세관과 불법체류자 단속 등의 이민경찰 업무는 이민세관단속국으로 세분화되었다.

3. 조직

이민국 본부는 워싱턴 D.C. 근교의 메릴랜드에 있고, 광역 업무를 담당하는 6개의 종합 서비스 센터가 있으며, 미국의 주요 도시마다 대민업무와 인터뷰 등을 담당하는 필드오피스가 있다. 해외 사무실은 중국 베이징과 광저우, 엘살바도르 산살바도르, 과테말라 과테말라 시티, 인도 뉴델리, 케냐 나이로비, 멕시코 멕시코 시티에 있다.
