1. 개요
카마이시자동차도(카마이시도, E46)의 나들목(2번)이다. 나들목 명칭은 개통 당시 소재지명, 즉 2006년 1월 1일 하나마키시 통합 출범 이전의 토와초(東和町)에서 유래하였다.카마이시도의 NEXCO 동일본 관리 유료 구간과 국토교통성 관리 무료 구간 경계 나들목이다. 개통 당시까지만 하더라도, 고속자동차국도의 정비 방식은 유료도로여야만 했고[1] 카마이시도 토와IC 이후의 구간에 대해서도 고속자동차국도 정비 방침이었기에 언제가 될 지는 모르지만 유료 정비를 대비하고 있었다. 따라서 토와IC에도 나들목 요금소가 개설되어 있었다.
상황이 바뀌게 된 것은 2003년 신직할방식 제도 정식 도입과, 2004년 카마이시도 구간의 신직할방식 정비 확정이다. 이에 토와IC부터의 구간은 무료도로로 전환되었는데, 토와IC에 굳이 나들목 요금소를 유지할 필요가 없어지게 된 것이다. 이에 하나마키공항IC 부근에 새로운 본선요금소(TB)를 신설하여 운영하는 것으로 방침이 변경되면서, 2007년 6월 1일 토와 요금소가 폐지되었다. 이후 2012년 11월 25일에 연장 구간이 개통되면서, 현재는 유료/무료 구분 및 관할 구분은 이루어지지만 특별한 시설을 갖추고 있지는 않게 되었다.
트럼펫형 나들목으로, 외부 접속부는 평면교차로다. 교차 방향으로 39번 이와테현도와 접속하며, 직진 방향은 거의 농어촌도로나 다를바 없는 이면도로인 하나마키시도 오키선이 이어진다. 39번 이와테현도 종점 방향으로는 미치노에키 토와가 근접해있어, 본선에서 휴게시설 안내를 시행 중이다.
